global: maintain oldhepdata numerical precision, allow one-sided errors

* Keep values and errors as strings (no float conversion) in oldhepdata.
* Update testdata output for this change with strings instead of floats.
* Allow one-sided errors (HEPData/hepdata#122) given as empty strings in
YAML format to be treated as numerical zeros for ROOT/YODA conversion.
