Remove side effects from step() in policies (#350)

Ensures the environment does not add side effects to the action, 
affecting the optimizer.

* Check whether the environments edit the action by adding unit 
tests for each environment.
* For the environments that do edit the action in their step() function, 
made sure the action was first copied within the environment.
