function.hh: make storage order directly available in traits.

Since we use matrices for Jacobians, and since we process these
matrices row by row (gradients), using a row-major storage order
makes sense for data locality (whereas Eigen defaults to column-major
matrices).

Plugins that map external data to RobOptim can then check storage
order to properly handle both cases.
