Add wheel deployment to PyPI from Travis CI (#339)

- Add distribution of wheel along with source distribution to PyPI from Travis CI. This follows the recommendations of the PyPA.
c.f.:
  - https://packaging.python.org/guides/distributing-packages-using-setuptools/
  - https://docs.travis-ci.com/user/deployment/pypi/#uploading-different-distributions
- Add `setup.cfg` with wheel information for a universal wheel
