Add a GRIB backend via ECMWF cfgrib / ecCodes (#2476)

* Integration of ECMWF cfgrib driver to read GRIB files into xarray.

* Remove all coordinate renaming from the cfgrib backend.

* Move flavour selection to `cfgrib.Dataset.from_path`.
