Avoid socket output buffer bufferbloat on Linux

This commit introduces support for TCP_NOTSENT_LOWAT, which
allows to reduce the bufferbloat in the socket output buffer.

Experiments performed by me show that this reduces the
total download runtime from more than fifteen seconds without
this feature enabled to around ten seconds (as expected).
