Multi-proxy code review fixes and cleanup.

- renamed _connectToNextProxyForError to _handleError
- fixed case where connect timeout would get voided by .pac download
- fixed reporting of accurate socket error on next connect attempt
- little fixes
- unit tests for connect timeout with .pac download case
