feature(auth): Enable basic auth and .netrc usage.

The `requests` Python package natively supports reading the
users ~/.netrc file to acquire credentials, a file that the
_native_ heroku cli tools can fill up to cache credentials.

This commit lets the `heroku3` package take advantage of
those features to make its users life easier.
