Tidy up crontab.ugly

This file has evolved organically over time, and as such had some
accumulated cruft and idiosyncrasies.

This change is mostly just tidying. The only actualy change is that any
errors from kenya_sms_retrieve_messages will now go to cron-pombola@
rather than cron-mzalendo@, which I think makes sense as all the other
cron output gets sent to that address now anyway.
