Set minimum supported php version to 5.5.19

CURL_SSLVERSION_TLSv1_2 is supported from php 5.5.19 onwards.
Due to everypay operating server refusing connections using TLS1.0, we should require all the consumers using this library to have php>=5.5.19. Otherwise, plain code can be used, with cURL libraries.
