bug 1079920 - PUT /api/v1/view_features/<id>

Implement PUT for view_feautes to support bulk updates of support data,
such as the JSON output of the importer.

Changes are restricted to:
- Modifying the target Feature
- Adding Supports and Sections to the target Feature
- Adding descendant Features, as well as their Supports and Sections

Many changes are not allowed:
- Deletions
- Adding Features that are not descendants of the target Feature
- Adding or modifying Browsers, Versions, Specifications, or Maturities.
  These should be done directly, and by someone who is familiar with the
  data quality policies of the API.
