feat(series): add tooltip component

* added series tooltip component, configArray and clearSeriesOption in chart service

* refactored to use only series config for all or my with a ngFor loop for specific use cases

* added comment about using item for series tooltip

* removed uneeded methods in chart service, updated seties tooltip to use an array

* updated configArray template to use seriesIndex to grab formatting content

* updated configArray template to use seriesIndex to grab formatting content

* merged fixes to configArray in series-tooltip to use seriesIndex as the index to can data driven content, i.e. icons
