Check all values before calling.

This change implements some basic value and parameter checking prior to
making a call to Orchestrate. It is inspired by a few cases where
calling with empty values results in a valid call to Orchestrate (like
Get() with an empty key, which turns into a List call.)

The intention is to prevent a situation where a call is made, knowing
full well that it will result in an error. Instead we just throw the
error earlier in the process.
