nsis,dosinst: Make uninstaller silent when installing

* Change the uninstaller not to delete _vimrc on silent mode.
* Write "AllowSilent=yes" to the registry so that it describe that this
  uninstaller supports silent mode.
* If the installer found "AllowSilent=yes", kick the uninstaller with
  the silent mode.
* Don't show the _vimrc settings page if the _vimrc already exists.
  Because install.exe doesn't overwrite it. The settings have no meaning.
