use pathlib(2) instead of py, then fix some of the issues mentioned in #26 (#35)

* replace py with pathlib2 for Python2

Reduces the dependencies for Python 3.

This also solves a subtle bug where the config file in
`~/.config/reentry/config` was never recognized since the first check
was whether the home-directory exists, which should always be true.

* config: recognize XDG_CONFIG_HOME env var

* config: resolve symlinks for cache file path

this addresses one of the caveats mentioned in issue #26

* config: use a hashed file name
