* Add Dept Checklist overview XLSX export
Fixes https://jira.magfest.net/browse/MAGDEV-281. To that end, adds a writecell() helper function to our xlsx_file decorator to allow per-cell formatting.

* Remove unnecessary enumerate()

At one point I tried to make write_row() take an array of formats for cells, so I needed to have the index of the current cell. No more!
