Use the manylinux wheels for testing

This has two benefits:

- we can avoid apt-get which sometimes runs extremely slow in the
  container (5-10 minutes)
- we can forget about the separate `madx-debian` package (or we could
  rework it to build MAD-X for manylinux)
- the wheels actually get tested before uploading

And downsides:

- the tests start later since we have prepended a build stage
- we have to take care about persisting data between stages (and
  eventually cleaning it up) -- which will add much to the complexity
