Smartphones (#25755)

* Added smartphone, rebalanced cellphone

Added a smartphone to make the available devices slightly more up to date. Smartphone is similar to the cellphone, hoever its flashlight app uses more power, the device has also inbuilt camera but is not regular battery-compatible, running instead off UPS.

Rebalanced cellphone to provide slightly less light but increased the battery capacity lsightly, changed it to "cellphone" from "cell phone" as that's the noun commonly used for the device.

Decreased also regular cellphone spawnchance to balance it out

* Included smartphones, rebalanced cellphones

Included smartphones in loot tables, decreased chance for cellphones to accomodate them, switched the two items in a few loot groups.

* Expanded action description for inbuilt cameras

* Added smart phones to shopkeeper's stock

* Adjusted phone spawns in the mansion

Moved required charges as they cannot be set per action. Lengthened number of turns before every charge drain to compensate for that. Improved descriptions and other little tidbits.
