Implement Storage Reading and Writing

 - Introduce scheduled bad clusters repair task
 - Fix read with offset algorithm
 - Introduce class OffsetReadParameter to improve reading algorithm readability
 - Throw generic InitializationException instead of AlreadyInitializedException
 - Fix names of DescriptorAlreadyOpenException and RelativePathNotAllowedException
 - Add more storage constants
 - Add configuration parameters for path cache size, repair bad cluster period and data/metadata reader pool sizes
 - Add MaxNumberOfOpenDescriptorsExceededException
 - Warn about remote path based on guessing heuristic
 - Assert that path does not contain symbolic links
 - BoundStorageReaderWriter now uses readers pool to reuse resources
 - Pass configuration directly to Storage/Storage...Manager's
 - Correctly handle exceptions on resources close
