Remove protoc container for building images

- The dashboard service still used protoc so it had to be adapted to use
  protobuf.js.

- The interop-proxy service was marked as being dependent on protoc but
  this was not actually required.

- There is no longer a `tools/` directory, services no longer have a
  dependency on another image being built.

- Quick fix to the `make clean` command while removing protoc.

- Note that some branches do currently depend on the protoc container
  for being built. These services will need to handle the generation of
  the protobuf files for the particular language before being merged
  into master.
