add reserved fields #85 (#364)

When converting BigQuery schema to VCF headers, use the hard-coded definition if the field is reserved in VCF spec.

Raises an error when the reserved field type is not the same as the schema type.
Hard coded the reserved INFO and FORMAT fields.
