Aws api isolation (#112)

* testability for events task

* test of upsert task

very crude test, but mocks out the aws apis enough to get started
testing the task, at least.

* roll StackEventer back to thin wrapper

Ditch the custom type wrapping, and just match the aws cloudformation
api. This matches the work done for StackUpserter.

* merge eventer/upsert files

Since both interfaces are being implemented by the same wrapper, it
makes sense to keep it all in one file.

* Use StackDeleter interface in delete task

* first tests for delete task
