PERL-1005 CI: limit parallel testing

Too much parallel testing can overload the test server, resulting in
errors due to replica set members appearing unavailble. This commit
reduces parallism to 2 processes at a time and lengthens the task
timeout.  Hopefully, this strikes a better balance.
