Convert bundle_context_spec tests to use pre-deleting BC factory

- use `change` matchers
- centralize cleanup to `after` block
- toggle context directly via `allow` statements

Also stop wrapping/re-raising `SystemCallError`, just let it be the
exception, in the unexpected case where we cannot create a directory.
