Fix ALTER TABLE SET SCHEMA

Fixes #132

We hook into ALTER ... SET SCHEMA statements and propogate the command if the specified
object is a table. Functionality can be extented to other objects whose schema can be set
from the same entry point.

We also warn out for ALTER TABLE ALL IN TABLESPACE statements.
