* scraper in progresssss

* scraper works!

* new course info parsed into table, displays nicely on frontend

* linter fixes

* fixed backend tests

* course page frontend - links for handbook, outline and prereqs section

* fixed utf8 stuff

* handling of newlines by replacing with p tags

* scraped data includes requirements

* course requirements added, safer utf8 decoding

* slightly better safe decoding; replace non-ascii with space

* travis retry

* pr stuff - mainly prettification

* reverted build change, fixed a nondeterministic backend test

* possible alternative solution

* no sideeffectsssss

* merge fixu. still not done...need to filter safe tags somehow..
