Initial work on Deployment (#60)

The biggest features are Dockerisation and S3 static file deployment.

* Bump Travis Python version to 3.7
* Skip deploy cleanup
* Add django-storages to Pipfile
* Add docker-compose to Pipfile
* Bump Django for CVE-2018-14574 patch
* Tweak WSGI to support multiple environments
* Fix deploy settings and run without user input
* Only scan production Python packages
