FluffyCard + OptionTile components (#348)

* FluffyCard: Create Component

This update creates the new FluffyCard component (along with a Container).
This component uses the base `Card` component, which has been refactored
with the latest Blue conventions.

This needs to be E2E tested, as Card will no longer render styles using
SCSS.

* Rebuild pacakge-lock [skip-ci]

* Fix FluffyCard type export

* Add OptionTile and OptionCard components (initial)

* Add OptionIcon and OptionTile components

Setup ThemeProvider support for OptionIcon. Add stories for both components.

* Add minHeight for OptionTile

* Add tests for OptionIcon, OptionTile, and color

* Add documentation and adjust transitions

* Fix readme [skip-ci]
