Define a mock HTTP client interface and adjust tests (#16)

* Define a mock HTTP client interface and adjust tests.

* Respond to PR review feedback.

Changes MockHTTPClient to mockHTTPClient, moves testCases to be with
the scope of the relevant function, removes testTops entirely, and
adds a TODO in TestTOPS_AllSymbols to come back and add an `expected`
field to the test case struct with the expected output.

* Write the provided status code in the mocked http.Response.
