* fix BlobStorage.read to initialize new blob if blob doesn't exist

* remove private method checkForBlob

* blobStorage does not swallow errors, .read() checks if blob exists, reenable and cleanup tests

* clean up linting, reenable eTag semantics on BlobStorage.read()
