bug 1079920 - Various parser improvements

- Improve parsing of KumaScript - case-insensitive function names, allow
  empty parenthesis, allow more than one argument, allow single quoted
  and no-quoted arguments, allow commas in quoted args.
  Use new parsing rules in more locations (but not footnotes yet).
- Allow 'Specification' (singular) as title for Specifications section
- Allow SpecName with 1 argument
- SpecName / Spec2 mismatch is reported as issue
- Handle semantic whitespace ('&nbsp;', '\xa0') in compat cells
- Allow "Removed in X" as phrase for support.support=no
- Handle feature KumaScript tags {{non-standard_inline}},
  {{not_standard_inline}}, {{deprecated_inline}}, {{HTMLElement}},
  {{domxref}} (text only, no links)
- Handle more content in compat table cells, such as numbers in feature names
  and <code> sections in support cells.
- Better processing of unknown KumaScript in footnotes
- Two footnotes in a compat cell are reported as issues
- Leading Footnote paragraphs w/o IDs are reported as issues
- Footnote IDs in features are reported as issues
- Non-ascii names do not break parsing
