Updates to bootstrap and FactoryBot

This updates bootstrap to address some security vulnerabilities as well
as updates to all of our other gems, including FactoryBot, which
includes some changes to static attributes.

The Mini-Racer gem also replaces therubyracer, for more updated
compatibility.
