Fixed settings position in settings file.

Before, DEFAULT_REGION_NAME (and SYNC_FIELD_MIXIN_NOTIFICATIONS_WHITELIST) was
below code loading ~/.ralph/settings which disallows change
DEFAULT_REGION_NAME (and SYNC_FIELD_MIXIN_NOTIFICATIONS_WHITELIST) in
~/.ralph/settings.
This change fixes that.
