Introduction of the hierarchical sorting.

This patch fix #10.

Introduction:
    * Of the `hierarchical_sorting` into the configuration file.
    * Of the `--hierarchical` argument.
    * Of `PyFunceble.sort.Sort()` which allow us to list some sorting preset
    for the `sorted` key command
    * Of `PyFunceble.helpers.List().custom_format()` which allow us to parse
    some function or method to the used `sorted` function.
    * Of @jawz101 in the list of contributors.
    * Of the tests of `PyFunceble.sort.Sort()`

Review:
    * Of the way we fill the internal (Code-Side) public suffix database.
    * Of the way we format list before parsing them to submethods under
    `PyFunceble.helpers.List()`.
    * Of `PyFunceble.url.URL.is_url_valid()` in order to allow the return
    of the url base if needed.

Update:
    * Of the version number.
    * Of the usage documentation.
    * Of the configuration documentation.
    * Of the contributors documentation.
    * Of the code documentation.
    * Of the contributors section in the `README.rst`
    * Of the `public-suffix.json` file.

Deprecation:
