feat(resume): Redux `resume` per #69. (#111)

Close #69.

Turns out that Code Climate went off 'cause `ResumeComponent`'s `render` was too complex, but I'm not going to go through the motions of breaking it up into other stateless components in order to placate it.

Code Climate also doesn't like the similar shapes of the `api` reducers, but I don't think there's a great way around that – it's a pattern after all...
