Add Utils module, refactoring need_path

* add writable option to `need_path` to catch permission errors,
  which are handled more gracefully
  This fixes https://github.com/SUSE/rmt/issues/112

* rename `array_printable` module to `utils`, to have a single place
  to accumulate small helper functions. Correspondingly move
  `needs_path` there. Drop `private` keyword from needs_path, since it
  is supposed to be available for others

* add function `process_user_name` to `utils` as a more descriptive
  wrapper of the original call

* add `module_function` to `process_user_name`to make it available in
  `bin/rmt-cli`, without requiring it, and make it usable in the
  `Utils` module without calling `Utils.process_user_name`

* refactor `require` statements in `bin/rmt_cli` so they are all in the
  beginning
