Issue #2986785 by fgm: ported all commands to Drush 9 / Console 1.8.

- Watchdog: SanityCheck is now a drupal service, not hardwired to CLI.
- Storage: SqlImport is now a Drupal service not hardwired to CLI.
- MongoDb: Tools is now a Drupal service, not hardwired to CLI.
- Translation files provided (english only) for all Console commands.
