flags: Name the keys in the FlagsState type.

I had a moment of uncertainty just now looking at the on-hover info
on a use of FlagsState; some other code had primed me to expect maps
keyed on narrows, and seeing just `[string]:` made me think maybe
that's what this was.  Thankfully, Flow has this feature to stick a
label in there to clarify that for the next reader.

Also collapse a layer of indirection, so that looking at FlagsState
(and especially looking at the on-hover info for it) answers all
questions at once.  The result is still short.
