Issue 3937 follow up, int type checks. (#3956)

* Extend int treatment to Integral types in optimization.

Fixes #3937.

* Switch isinstance(..., int) to isinstance(..., Integral)

This allows the code to better generalize; but less strict.

einsum is left unchanged because it came from numpy.

* flake8 changes.

36 of 36 new or added lines in 10 files covered. (100.0%)
