Time formatting fix for edge (#254)

* Atttempt at fix for formatting exception on Edge

Edge doesn't support formatToParts, so this is an attempt at circumventing that. However, the code as is still hits an exception, so there seem to be other issues at play here.

* Missed a 'var' in previous update.
