**What does this PR do?**
Fix deployment of A.P.I endpoints documentation on Heroku

**Description of Task to be completed?**
Enable serving of static files in production to enable deployment of A.P.I endpoint documentation on Heroku.

**Any background context you want to provide?**
Django does not support serving static files in production. 
The Whitenoise project enables Django to serve its own static files.

**How should this be manually tested?**
