mapnik token compatibility #468

- added uppercaseTokens func to support case insensitive tokens
within ! bangs. mapnik uses lowercase tokens (i.e. !pixel_width!)
and tegola uses upper case tokens (i.e. !PIXEL_WIDTH!). this allows
for either to work.
