serial: include serial spec loading logic

* Moves Serial spec schema from REANA Client to here.

* Includes logic to validate and expand Serial spec parameters so
  this can be used both in client and server side (REANA Workflow
  Engine Serial) (closes reanahub/reana-workflow-engine-serial#34).
