add _jupyter_nbextension_paths, allows jupyter nbextension install

This matters because there is no way for jupyter nbextension list to 
know that jupyter_nbextensions_configurator is going to add it's static 
file path at runtime. If you can't install it explicitly into the 
jupyter data files directories there is no way for that validation to 
succeed.
