Repair local mode user session in local storage (#166)

Pull request #157 did not properly account for local mode.  If, after
applying its commits, a user signs into the Developer Rig in local mode,
their user session is not valid because the sign-in is fulfilled with
the local mode mock API implementation, resulting in an invalid session.
