Remove use of maven-rest-plugin to "ping" karaf that new versions of snapshots have arrived

Using the karaf REST API to ping karaf about new snapshots of bundles,
was an experiment that turned out to be too fragile to be made to work
and was removed from master earlier and came back in with the merge
with the react branch.
