Remove api server (#103)

* :building_construction: (packages) removed packages directory

the API service is now being handled in a different repo, no need to have the backend in this
project structure

* :building_construction: (lerna) removing lerna from project

* :heavy_minus_sign: removed webpack-monitor

* :wrench: (static) updated buildpack config and added robots.txt
