* [REL] account_interests: Migration to version 11.0

- update module version
- ser module installable
- Add readme following guideline.
- add models folder and move files
- separate one file per model
- remove references to api.one
- fix pylint errors
- use UserError exception instead of ValidationError (non constrains methods)
- use cammelcase for python classes
- remove redundant field strings
- fix logger. use param (string, values..) instead of (string % values)
- use ternary operation instead of value or value.id or False.
- add data folder and move data files to the folder, rename then with the
  model_name_data.xml
- add views folder and move view files to the folder, rename then with the
  model_name_views.xml
- remove data deprecated xml tag.
- remove pot file
- replace reconcile_id with reconcile (new boolean field)
- us amount_residual instead of debit and credit.
- fix no eof character in security file.
- update readme to match sections
- update module display name and summary, use of summary in the module
  description.
- fix broken xml ids
- update views to make them match 11.0 new structures
- fix model to model_id for ir.cron definitions
- account.account type now is account.account user_type_id.type
- update readme with images
