Build system (#2)

* Adding a test of the build system and also an example file from a helpful repo found online for building CUDA libraries inside setup.py.

* Removing CMake file and testing building nglpy.core in one extension.

* Adding custom nvcc extension class to allow for compilation of cuda code in python setup.py. There still appear to be some issues with this working incorrectly from the python side.

* Fixing core.cpp to expose the get_edge_list method to the python side.

* Updating test harness to use something similar to nglpy, but with more tests for evaluating the direct API. Consider removing the Graph class due to its clunkiness.

* Attempting to have Travis figure out how to build cuda.
