Feature: spec validation on init, update logging, add staterror to schema (#188)

* add InvalidSpecification exception, validate spec on init

* update tests

* add a new set of tests, clean things up

* fix up indenting and remove basicConfig for logging

* update paths, remove validation/spec.json symlink, fix tests

* use draft 6 alpha release for jsonschema

* migrate loading default schema into pyhf/utils.py

* add class-specific logging

* missing staterror in specification

* fix up coverage

* fix up tests, and move some to utils

* silly optimization

* fix indenting
